This resulted in RandR's RRCloseScreen (and any other CloseScreen procedure installed by extensions) being no longer called. Moving RandR init after configuring pScreen->CloseScreen ensures the correct calling cascade: RRCloseScreen -> nxagentCloseScreen ->fbCloseScreen (called explicitly by nxagentCloseScreen).
