Constify lc_name argument to _XlcLocaleDirName() & _XlcLocaleLibDirName()
Makes code considerably less crufty and clears gcc warnings:
XlcDL.c: In function '_XlcDynamicLoad':
XlcDL.c:384:44: warning: cast discards '__attribute__((const))' qualifier
